<p>According to the Lisbon Agenda set out by the European Council in Lisbon on March 2000 Europe has to become the most dynamic and competitive knowledge based economy in the world. In this policy framework education and training are essential tools in order to achieve this ambitious aim,</p>
<p>One of the main components of this approach is the promotion of new basic skills: more concretely, the Lisbon European Council called upon the Member States, the Council and the Commission to establish a European framework defining ‘the new basic skills’ to be provided <strong><em>through lifelong learning</em></strong>.</p>
<p>Afterward the terms ‘<em>competence</em>’ and ‘<em>key competence</em>’ were preferred to ‘<em>basic skills’</em>, which was considered too restrictive as it was generally taken to refer to basic literacy and numeracy and to what are known variously as ‘survival’ or ‘life’ skills. ‘Competence’ is considered to refer to <em>a combination of skills, knowledge, aptitudes</em><em> </em><em>and attitudes</em>, and to include the disposition to learn in addition to know-how.</p>
<p><strong>An overall definition of key competences:</strong></p>
<p><span style="color: #000000;">Key competences represent a transferable, multifunctional package of knowledge, skills and attitudes that all individuals need for personal fulfilment and development, inclusion and employment. These should have been developed by the end of compulsory schooling or training, and should act as a foundation for further learning as part of lifelong learning.</span></p>
<p><strong> </strong><strong>For this reason we think that is fundamental to create a network of experts in this field in order improve, by means of European projects, the quality of training.</strong></p>
<p><strong><span style="text-decoration: underline;">The 8 Key Competences:</span></strong></p>
<p><strong>1.  Communication in the mother tongue</strong></p>
<p><strong>2.  Communication in a foreign language</strong></p>
<p><strong>3.   Mathematical literacy and competences in science and technology</strong></p>
<p><strong>4.  Digital competence</strong></p>
<p><strong>5.  Learning to learn</strong></p>
<p><strong>6.  Interpersonal and civic competence</strong></p>
<p><strong>7.  Entrepreneurship</strong></p>
<p><strong>8.  Cultural expression</strong></p>

<p>-       To map the key competences European situation by means of questionnaires, six preliminary seminars (one in each area) and a final one to analyze and share good practices on key competences;</p>
<p>-       To create a network of key competences experts</p>
<p>-       To develop high quality European projects based on Key Competences in the Lifelong Learning Framework.</p>
